This document is the third policy brief resulting from the letter of intent signed during CYBERSEC Expo & Forum 2024 on June 19 in Kraków, in the presence of Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski. The agreement was concluded between the Kosciuszko Institute and the European Cyber Security Organisation (ECSO) regarding the organisation of a series of events focused on the priorities of digital and technological policy during Poland’s Presidency of the EU Council in 2025. The third meeting in the Road to the Polish Presidency series was dedicated to addressing challenges and overcoming obstacles in dual use technology.

The goal of the initiative by the Kosciuszko Institute is to support the Polish presidency of the EU Council in 2025 in achieving goals related to cybersecurity and new technologies, strengthen cross-sectoral dialogue on digital challenges, and engage diverse stakeholders in shaping public policies, contributing to the development of concrete strategies and solutions.   

The series of meetings will conclude during the CYBERSEC conference that will be held in Kraków on 11-12 June 2025 as part of events established by the Ministry of Digital Affairs and the Kosciuszko Institute, including presentations of the work results by representatives of the partner organisations and a high-level debate between Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski, ministers from the countries holding the presidency after Poland in the EU Council, and the European Commission.
