I am pleased to announce the publication of two new articles in the latest issue of the Polish academic journal Studia Administracji i Bezpieczeństwa [Public Administration and Security Studies]. This special issue, titled ‘Europe’s Security in the Face of Crises and Challenges’, is edited by Tomasz Marcinkowski and Juliusz Sikorski and brings together international experts to examine the evolving security landscape of contemporary Europe. The issue includes two of my contributions:
- “The European Union’s Strategic Adaptations to Hybrid Conflicts and the Influence of External Actors”. This article examines how the European Union has strategically adapted to the growing threat of hybrid conflicts, with the war in Ukraine serving as a central case study. It analyzes institutional reforms in EU crisis governance, enhanced coordination with NATO, and the development of new strategies in cyber defense, energy resilience, and counter-disinformation. The study also assesses how key global actors—including Russia, the United States, and China—shape the EU’s security environment and policy responses.
- “Disinformation and Democratic Resilience in the European Union: Lessons from the Covid-19 Pandemic and Election Interference”. This article investigates the European Union’s institutional and regulatory responses to disinformation during crises, focusing on two critical cases: the COVID-19 infodemic and foreign interference in electoral processes. It evaluates key policy instruments—including the Code of Practice on Disinformation, the Digital Services Act, and the European Digital Media Observatory—and assesses their effectiveness in strengthening democratic stability and media integrity in an increasingly fragmented digital environment.
This volume offers a timely and multifaceted analysis of the challenges facing Europe today, from geopolitical shifts and hybrid threats to the social and legal dimensions of crisis management. Featuring contributions from leading scholars across Europe, it provides valuable insights for researchers, policymakers, and anyone interested in the future of European security.
